Tuner TV card question?

I want TV tuner, so I do not fit in my TV dormitory. Newegg card I had to look, but I'm constantly reading mixed reviews I met each card. Firstly, how these things work? Where can I obtain I'll just have to plug my cable and I can watch TV on my computer. Can I get the same channels that my school is, or can I get it, which is the Internet?
